President Kabbah Returns From Conference Of Heads of State In Sirte, Libya.

The President Alhaji Dr. Ahmad Tejan Kabbah returned home today Monday 4th June 2007, after attending a conference of leaders and Heads of State of the Community of the Sahel Saharan States, at Sirte, Libya from the 2nd - 3rd June 2007.

The Leaders and Heads of State considered the report on the activities of the Secretary General of CEN-SAD, the report of the Executive Council and reviewed reports from the various sectoral meetings of the organisation.
The Leaders held frank and fruitful exchange of views on political and security issues as well as on progress in the implementation of the programmes of the African Union.

The issue on the creation of an African Government was lengthily discussed, but no definite decision was taken on the matter. On the suggestion of President Kabbah, the meeting resolved to have a thorough examination of the performance of the African Union to determine where it has failed with a view to proposing measures as to how to address any such failures. It was only in this context that a meaningful discussion of the issue of an African Government could be held. Accordingly, the Heads of State resolved to have more time to consider the matter further to be able to take a definite decision at the fourth coming summit in Accra, Ghana 1st - 2nd July 2007.

The conference appointed the States of Guinea, Benin and Togo to coordinate the views of CEN-SAD States on the creation of an African Government and that CEN-SAD States should meet a few days before the African Union Summit to harmonize their positions.

In his contribution, the Leader of the Jamahiriya, Colonel Muammar Ghaddafi intimated that the wealth of every African State should be accessible to any other African State in need, and that it was as a result of this that the Libyan Arab Investment portfolio was created to assist brother African countries in their development.President Kabbah at the summit

President Kabbah graciously made the closing statement on behalf of the participating Heads of State.

On arrival at Lungi International Airport, the President met representatives of the Togolese government, Officials of the Togolese Foot-Ball Association and some Togolese fans to offer condolences to the Government and people of Togo and Russia, as well as families who had lost loved ones in the Helicopter crash. The President later examined the wreckage before departing to Freetown.
